Womans sufferage confusion???

OK this is what I think Womans Sufferage does: reduces unhappy people per one unit not in home city in democracy/republic. My problem is military unit leaves city but unhappy person still occurs!!! Am I misunderstanding what the function of the wonder is or is it just not working? (bug)
PS. I am in democracy.
Please enlighten me.

Yes. It reduces unhappiness by 1. But in Democracy each unit away from home makes 2 people unhappy. So the Wonder will only reduce it by 1. In Republic the unhappiness will be completely eliminated, as in that form of government each unit only makes one person unhappy.

you may want to increase luxury rating to avoid the remaining unhappiness or just revolt back to republic. both has advantages and disadvantages. suffrage is the peaceful builder's dream. good luck
