large parts of continental europe was factured at different points of time ... most specificly Germany, which never was really unionized and joined together before Prussia started their aggasive domination run in the 19'th century, but other parts have collapsed and been effectively without any state with anything other than De Jure ownership (many frontier provinces) or different countries to small to be specified in the mod

So they could never be bribed to let an army pass throu? They were never forced to allow some foreign missions to operate in theire region? They never traded with anyone?

the game (civilization IV, not RFCE) aren't made for haveing dozens of dozens of minor civs ... the only difference between RFCE, and RFC / Vanilla BTS is, that it is more unlikely that someone is willing to go in and settle the areas
