Shwedyon Paya does not allow changing dogma; still reads great priest for reformation.

That's intended. A Prophet is still needed for Reformation, but if you have the Shwedagon Paya then a reformation will allow you to switch Divinity Tenets, which normally cannot be changed without also changing state religion.

I think this makes this a relatively weak wonder.
Yes Shwedyon Paya can be useful, but not really wonderful.
As a world wonder you risk being beaten out for it while you are trying to build it.
I would either make Shwedyon Paya stronger and perhaps cost more, or leave it the same but cost less.
