Requiring aqueduct before Hanging Gardens makes sense. Ditto forge before Colossus. But why do you need a lighthouse in order to build the Great Lighthouse? Do the citizens of the city enjoy the little one so much, they gather together and say, you know what, we like it, but it's maybe a little puny, no? Or is that first lighthouse such a crappy one that the citizens fire the architect and hire one who won't insult them so? Or is the first one an iterative draft in the name of progress, allowing the citizens to make it bigger, brighter, stronger? Or (and this is I think more likely) perhaps the city might just happen to have a murderer's reef right off the coast, and simply requires all the visibility it can get to protect commerce.
