Wonder Victory condition does not work if Diplomatic Victory is not enabled.
The Wonder Victory looks for 29 (default) wonders to be built to determine a winner. Since not having Diplomatic victory enabled means no United Nations wonder then there are only 28 wonders that are possible. Just tested this again for the second time and no victory resulted after building the last wonder. I'm not sure if this is a bug, but either way this can't be right.
