Work-around for the "Warmonger Penalty"

While generally the penalty works well, there is that one downside.. you declare a war, and you're 99% automaticall considered a warmonger..

So I came up with a somewhat of a good solution (in my eyes :mischief: ) that could work well with Diplomacy, and encourage more aggressive playthrough.

The moment you declare war, each civs will get an automatic modifer (let's pretend 50 negatives points, I don't know the scale of the modifiers). So in a game of 6 players, the moment you declare war on somebody, every body else will now a utomatically hate you for being a warmonger...

BUT.

Everytime THEY declare war, their modifier decreases, so in case of warmongering nations, if Harald attacked Harun twice, then, Harald will hate you LESS for being a warmonger, because he's warmonger as well.

So if you attack a civilization let's say 5 times, and Harald will attack Harun 5 times, Harald will not have a penalty against you anymore.
 
Not a bad idea...but doesn't quite work. Civ needs to start factoring in WHY you go to war (somehow). Waging a war to help a beleaguered ally, shore up the defences of a weak state, or liberate wiped out Civs should actually make you look more like a good guy, and you should get a relations boost with most of the world. Warmongering is DOWing and taking cities in wars of aggression.

'm not sure how you would do this, except to have slight per-city penalties when you puppet/annex. That way nearly wiping out a civ would give you much larger negatives than taking a contentious border town or two. Positives could be worked out by comparing strength levels of different states in a war, or by offering an option in the DOW phase saying, "I will end your cruel occupation of [France]!" or whoever.
 
I've noticed that I am a war monger because I took out a civilization that started a war with me a few times. Not once ever declaring war on anyone besides the rampaging barbarians.

But the reputation/diplomatic system in Civ V is quite different than any Ive played and I pretty much ignore the denouncements or hatred other Civs have with me, all they are is a pretty picture now.

Previous games, the AI would do a check against your reputation to "trust" you or not based on if you kept your word, now its based on pretty much everything else but.
