Work boat bug

I feel like this started with the July 1 patch, but couldn't say for sure.

In my capital city, which is on a coast, the Work Boat *always* has the Economic Advisor icon - even when there are no sea resources for it to work. Also, the Economic Advisor says that there are sea resources near the capital that are not being worked, even though there aren't.

Has anyone else seen this?

If it's a luxury resource and it's in your borders, even if it's not within the 3 tile working distance, it might do that... a luxury can be harvested as long as it's in your border, even if it's not worked I think
