So if I want maximum shield production from my cities, is it just a matter of mining every allowable tile in the city? By the "city" I mean within the white border on the Zoom view. Does developing tiles outside the city border have any benefit?

Developing a tile outside the city radius has no effect (same for roading and irragating. Also, your city should have the same amount of mines as the city size. (i.e., a size 6 city should have 6 mined/roaded tiles).
 
It really all depends on where your city is located. Make sure itll have enough food to grow to the limit (whethere 6 or 12). Other things depend on the tiles. For instance, mining a cattle on plains in despotism will do nothing, so irrigate it instead. You should usually irrigate wheat tiles as well at the beginning.
 
I alway mine grassland near my capital, irrigate plains and deserts , while hills and mountains Must be mined (unless playing a scenario like Mesoamerica where both jungles and hills can be irrigated)

Theres no point in mining places of high corruptions since the shields will be wasted anyway (you'll only get one shield in the most corrupted citites - even in a Democracy) Therefore Food = more people and more score

Not quite true. The max corruption is 95%. So if you can get to 21 shields (which is doable at pop 7-9 in many cases) there will be 2 uncorrupted shields in that city (it rounds up the uncorrupted shields). Quite a useful jump.
 
Don't just mine everything. Sometimes its better to irrigate a tile or two (especially flood plains) to allow for more citizens to be created.
