World Builder, Custom Maps, Scenarios?

I was a huge fan of historical locations earth in Civ IV and I assumed even if there wasn't a map right out the gate(like in civ 4) with historical locations earth I would just mod it in but I can't find anything posts or mentions where I can find the world builder or tuner or anything like that like a custom map or scenario?
