World builder

I seem to have a problem with the world builder, as it won't let me place down bonuses or units unless its near my starting location. But what I'm trying to do is creat a location for some barbarians to live, after I saw the Barbarian experiment. Also, unless I put in all tiles visable, the map is smaller than it should be, and no matter what I do, I never see the rival cities. Is this a bug, or am I just stupid?

Well unless you put all tiles visble your map view is going to be limited to the pre-calendar view, which is centred on your Civ and doesn't display the whole map. What's the problem with making all tiles visible while you're working in worldbuilder?

When I put all tiles visable, it shows the entire map, devoid of all AI. But right now all I'm trying to do is find out how I can place barbarian units outside my borders. Oh, and when I tried to fill a three tile island with ocean squares, it left the imprint of the island on the ocean for the entire game.
