I was playing a game as Carthage on a custom map of Britain. I played poorly this game when it came to religion, and Islam was spread to me. I became the first major power to discover everyone so I became the host, and the country with the forbidden palace is also Islamic. I proposed world religion: Islam, since so many nations are Islamic. I didn't vote for it since the other nation, Shoshone proposed to ban a luxury I had, but they voted on it. In the end the votes turned out 10-8 in favor of it, yet it still didn't pass. How?
