havent ever seen a problem like that. Still I may have a explanation for it. Are you sure there havent been wars recently? Because if someone has destroyed a city with world wonder, wonder can never be constructed again.
im not sure about the machine gun thing. May be you dont just got needed resource or technology?

I think the person might have been talking about national wonders, and then realized. Since I haven't seen the original post, that would be my best guess.

May have been talking about the tooltip. If you go into a city with a wonder and hover over the name of the wonder, you'll see it say 'World/National Wonder: 0 Left. If it is still to be built in the build window for the city then it would say '1 Left'.

It could have been built already in the previous turn, but it hasn't been removed from the queue yet.
