Worried about the sanction mechanic

We don't know what the details for this are, but it seems dumb that you can just give another empire across the globe an economic penalty at the click of a button. You should at least be required to have some kind of military or espionage presence in their empire. Moreover, with the new trade system it would make a lot more sense to be able to tax (or outright ban) another civs trade routes into your empire.

Do we have any idea how these sanctions arise? I wonder whether it could be tied to the support mechanism in some way. I.e., if someone goes to war with you but you have significantly more support from other civs, the option to place sanctions on a rival opens up? Lots of interesting possibilities with this new system, I hope it isn't too basic.

No information about that, we don't even know spies are in Civ 7 or not.
But since I see no available espionage actions in those screenshots, those sanctions should be available without spies.

Worried? That sounds like a great addition to diplomacy!

Also I think it's cool that AI has other ways to disrupt player without war.
