But the player said that the AI in fact never settled down and the settler was just standing there for the whole game.

Now that you said that it couldn't move... Could that settler be killed?
I guess you need an Atomic Bomb to do so, but still could he be killed?
no idea, but you can try it yourself, the savegame is linked in the first post.
I hoped someone would do work for me, I've got my hands full atm.
Maybe I'll try it when I get more time.

I'm wondering, though, if building a city next to the mountain would force the settler off of the mountain and out of your territory?
Cityboundaries certainly would drive the settler away to another position. In fact i loaded the save and destroyed the settler with an archer. Unfortunately i can't show you a screenshot cause when uploading i get the message 'invalid extension'.
:O an archer was enough for the job...
Now that I think about it, Atomic Bomb would have been an overkill!
I wish I had a screen shot of this but I set up a recent game as England using the advanced settings - launched the game and clicked the "begin your journey" button...only to be faced with clouds and the "You have been defeated" screen. Funny and a bit sad at the same time.
I had that happen once. For obvious reasons there was no saved game to supply.
That's pretty funny.
The screeny shows how the settler is getting hurt by an archer.
