Worst Tattoo Ever?

I think I see the problem here. Most tattoo artists are high school (or even middle school) dropouts without the ability to read and write properly. They aren't professional artists, so why would you have them draw on your skin? I might consider a tattoo if someone like michaelangelo did it.

Clearly untrue. You can pick out bad examples of any situation. There are some very talented tattooists.

As for conjecture on their level of education? Such a debate calls into question your education imo.
