It only had Multiplayer and a scenario editor (maybe a few scenarios 2) ??

I definately would.

I'd buy it if it only had multiplayer. I hope Firaxis doesn't waste their time on something as stupid as a scenario editor (the game comes with milions of scenarios that you get at random when you start a game, why anyone would want to make ones that will play the same way every time is beyond me).

there are actually lots of us who don't care at all about MP. That being said, I doubt I'll do a whole lot with a scenario editor either. I'll just let the modmakers take care of it for me. I just want a more robust game in general. A real editor would be great, more units, better diplo ending, more techs, a future age, some more Civs, more intelligent AI that doesn't have to cheat to be "better"

I would definitely wait for opinions on how good multiplayer is. The excuse Firaxis gave for not shipping MP with the game was:
We're working on some cool multiplayer concepts that will take a fresh approach to the challenge of making multiplayer for a turn-based game fun.
I need to know how cool these concepts are before buying the addon. I don't trust Firaxis anymore because they promissed scenarios and a real editor shortly before the release of the game and didn't keep to their word.

Almost every strategy game includes these to start with or allows them to come out for free. Not interested in paying for it, considering how incomplete the rest of the game was.

I'll probably wait to see what everything thinks of it. I'm happy with the way Civ 3 is, and I don't need a scenario editor to play the scenarios that everyone else will make. Guess it depends on weather I want to play multiplayer or not.

I probably won't play multiplayer and I'm too lazy to make my own scenarios. The expansion must have other features (new techs, ages, civs) before I'd consider purchasing it.

No, if it was just MP and a working editor I wouldn't buy it. MP doesn't matter for me as I don't play multi-player games. I already paid for one editor and I won't pay for another one. They need to fix the one they already sold me.

On the other hand, if the add-on was full of other content I might consider it. New resources, improvements, wonders, units, etc. would be great. I would absolutely love some more civs or at least a load of graphics (leader heads) that I could use for mods. Of course, that would require that they fix other bugs that currently prevent new leader art from being used correctly.
