It's not well written, agreed. You get 0.5 Housing from each farm, think that's what they are referring to (although 2 non adjacent farms will still give you 1 housing).

You only get bonus food after you discover Feudalism.

No, it says "constructing farms adjacent to other farms" so they clearly meant the Food adjacency.
