[GS] Wrong placement requirement for Alcázar and Stepwell (or volcanic soil bug?)

Hi guys
So I'm playing a game as Ghandi and it seems there is some bug with placing Alcázar and Stepwells on volcanic soil.

I started the game up with the mod "Civilizations Expanded" but it doesn't change the placement requirements of those improvements.

Restrictions for Alcazar:
Cannot be adjacent to another Alcázar.

I haven't build any Alcazar yet I cannot build one here:

Restrictions for Stepwell:
  • It must be built on a flat, featureless land tile.
  • Cannot be adjacent to another Stepwell.
I am able to build a stepwell on a hill, might be caused by it being volcanic soil??

Volcanic soil is considered a terrain feature, which would be causing you to not be able to place one. You also can't build a stepwell on a hill either, though I think you might mean an alcazar?

As for the alcazar, the wiki says that certain terrain features need to be removed, woods or rainforest, before they could be placed. I'm assuming volcanic soil also counts but unfortunately that's not something that can be removed.

Ah I see but no I was able to build a stepwell on the hill with volcanic soil, if you look at the 2nd image you can see my builder is on a hill and that the stepwell isnt greyed out

Oh, I see it now. Yes, it probably is a bug then considering that tile is not flat or featureless.
