wrong tooltip

I installed the community patch and similar files using vox populi 6/15 with the automatic installer.
I am using CP v79

The mod is Haile Sellase with comunitas map standard strategic resources
It loads normally and plays.
Unit tooltip show normal description
Buildings such as Stele show peculiar tooltip:
C\user\my name\sid Meier civ 5\mods\JFD cities in Development-EUIcompatable files\v44\lua\v6 override EUI_tooltip-library L7;bad argument#2 to L(argument to .)
I am not sure of this ntool tip for the building
Many of event Decisions show as if there wa word procesor descrinng the event
