You razed a holy city! (That we never saw!)

Do you still get the "you razed a holy city" diplo penalty if it happens before you or the enemy encounter anyone else?

If not, what happens if they/you encounter someone else after the razing, but before their elimination?
 
If the civ knows you traded with their worst enemies before meeting you, then i would expect the same broken programming.

why not enter world builder and see for yourself?
 
I'm pretty sure only the people running that religion get pissy for holy city razing. While possible, having an AI have the religion without meeting the founder AND you being able to raze it would be decidedly rare. I think they'd still get mad if your were able to pull such a thing though.

Well you see, Vicky heard it from Hatty and then told Cathy that Augustus was being mean to Monty because Monty was pushing around Freddy, and you just know how Vicky is about Freddy, so like OH MY GOD!

I have always considered this to be a bug....
 
I agree - it's not balanced nor does it make any sense. If there was consistency with everything else (ie. you get civics/religion bonus at like +5 when you first meet them) I could understand, but it doesn't work as it is now. (And actually I would prefer the above - include all modifiers like this - because you don't want to meet a civ late in the game and have the whole diplomacy swayed by one modifier at that point - if anything civics/religion reflect a civ's longstanding attitude and it would work if these still built up an influence even when you haven't met a civ).
