I will post my personal value's next as an example.

Personality
Victory competitiveness: 4 (I tend to play more RP-like, as the victory conditions in this game are far too easy.)
Wonder Competitiveness: 6 (I like me some wonders, but sometimes I let civs have wonders that simply make sense for them)
City State Competitiveness: 8 (I like me some city states. It's best you stay out of my sphere of influence.)
Boldness: 10 (Military might means nothing to me. If I have a reason, I will declare war on you. It's a game.)
Diplo-Balance: I dont know what this means?
Warmonger Hate: 3 ( I have some neurons about this, I dont just automatically hate you for declaring war/wiping out someone. But if you prey on the weak, wipe out my friends, and look at my women, I will hate you.)
Denounce Willingness:5 (I typically only denounce those who denounce me/my friends, or bully CS's constantly.)
Friendship willingness:6 (Sometimes I stay neutral until I get to know everyone. But late game I take all the friends I can)
Loyalty: 10 (I will never backstab my friends, they do it to me just fine.)
Neediness: 1 (Obvious reasons)
Forgiveness:7 ( Some things are unforgivable, until your down to your last city and don't denounce me afterwards.)
Chattiness: 5 (I can't really 'chat' in the way AI does.)
Meanness:4 ( I tend to be quite merciful to weaker civs. I sometimes do declare war on a weak civ who is blocking access to something and wont open borders though.)
Biases
War: 7 (I like war. When I'm not purposefully going for dom victory, I only declare war for good reason. Thankfully I have plenty of those.)
Hostile: 6 (I guess one could say I am 'hostile' when a friend denounces me, someone settles on my capital, or someone sends a great profit to convert my holy city.)
Deceptive: 3 (I'm a pretty strait foward dude.)
Gaurded: 5 (Know thy enemy)
Afraid: 0 (No AI has the mental capacity to bring fear to me.)
Friendly: 8 ( I am friendly to anyone of whom gives me balanced trades.)
Neutral:7 (I tend to try and stay neutral when a conflict occurs between two trading partners)
CS Biases
Ignore:4 (I don't usually ignore a city state, unless their like a hostile militiristic one that has no resources and it's UU obsoleted long ago.)
Friendly: 9 (City states are my pals. Unless they send a bunch of units blocking my expansion/route to an enemy)
Protective: 9 (I am extremely protective of CS. I will declare war on you to liberate a city state.)
Conquest: 2 (Though this rating would be 10 when I was a noob.)
Bully: 1 ( I have never used this function. )

Flavours
Offense:8 (Even in defensive wars I tend to bring the fighting to the enemies territory.)
Defense: 4 (See above)
City Defense: 4( See above)
Military training: 8 ( I win wars with elite units. When you play emperor +, this is how to do it.)
Recon: 4 (Meh. I'll of course make some scouts in the begining and carevels to explore the new world, but otherwise, meh)
Ranged: 7 (I prefer ranged attacks, espiecally once I get crossbowmen, then Gatlings, and when I get Artillery, well, you know.)
Mobile: 6 ( I typically like to build as many horses as my supply lets me.)
Naval: 8 (But only when I unlock Navigation. Triremes are dumb.)
Naval Recon: 4 ( Meh.)
NavalGrowth: ?
Navaltile improvement: 10 (When I have a fish, I'll fish it. Duh.)
Air: 9 (Consider me a stealth bomber noob.)
Expansion:7 (I get extremely anal about land, I hate having been blocked off via AI expansion.
Growth: 6 ( I love me some high population cities.)
Tile Improvement: 9 (Who doesnt improve their tiles? )
Infrastructure: 10 ( I find myself to never build military units in a city until every available building has been made (I play marathon with standard production.)
Production: 7 (See above.)
Gold: 4 :)c5gold: is my least important thing when compared to :c5production: and :c5food:
Science: 7 ( Obviously I focus on this, but I try not to get too ahead of the AI. I like to level the playing field.)
Culture: 6 ( This is so important in CiV)
Hapiness: 9 ( You can't do crap without hapiness.)
Great People:4 ( I find most of the great people to be a bit lackluster. But I work specialists regardless.)
Wonder: 7 ( Who doesn't like wonders?)
Religion: 7 ( I will always try to found a religion, unless I'm like Attila or something.)
Diplomacy: 1 ( If reffering to the victory condition. This is the gayest way to win, IMO)
Spaceship: 7 (This is often times how I win If I dont conquer.)
Water Connection: 6 (Not sure what this means, but I do often make overseas colonies.)
Nuke:10 (I always make nukes.)
Use Nuke: 5 ( I only use these if you make me REALLY mad/ am a big threat to me.)
Espionage: 7 ( I like this feature.)

Come to think of it, my personality looks pretty bi-polar. haha.

Great idea, OP! :D Here's mine, it's largely independent from the civ I play, except for those highly-specialized ones.

Overall:
I'm trying to be fairly loyal and friendly in my games, which are mostly peaceful and based on economic progress. I'm often hesitant about attacking or denouncing other Civs, but when I'm at war, I will balance my strategy between offense and defense, so I can preserve as many units as possible, but bleed the enemy badly. I prioritize production, science and culture, sometimes at the expense of military might and growth (which I fix in mid to late game). I am biased towards having coastal cities, building ships and utilizing as many sea resources as possible. I will always try to build many wonders. I will always be aiming to found a religion, and will use spies frequently to steal techs and rig elections in city states, with one staying in the capital. I'm usually friendly toward city states and don't plan on attacking them. Sometimes I neglect happiness buildings and fall below 0, even without conquest. I don't beeline nukes, but when I get them, I'll be glad to use them on the Civ I'm at war with.

I play a pretty defensive minded game, big into strong infrastructure before large scale war. I am never very bold against the AI, because more often then not they have a pretty legit military compared to me :(

Victory competitiveness: 10 (I'm all about winning, at all cost)
Wonder Competitiveness: 4 (Since I'm playing on high levels, it becomes very hard to make wonder so I leave the AI alone for the most part but still, I try sometimes)
City State Competitiveness: 9 (I love CS and Im willing to spend a lot on them to keep them)
Boldness: 5 (I'm bold when I've to be but im not overconfident)
Diplo-Balance: 8 (I'm a very diplomatic dude, Ive a very good understanding of how the AI works)
Warmonger Hate: 6 (Im not in love with them and might attack them because of this)
Denounce Willingness: 3 (Usually I only denounce somebody when 2-3CS wants it or when Everyone denounced him)
Friendship willingness: 6 (Sure, as long as you're liked in general and not a personnal ennemy of mine)
Loyalty: 7 (I'm transparent and feel guilty to attack him if we're friend even though it's just an AI :p)
Forgiveness: 4 (I've trouble to forgive but I might)
Chattiness: (uh ?)
Meanness: uh ?

Biases
War: 8 (I'm a war person, you are either a friend of mine or an ennemy and I'm not soft with ennemies)
Hostile: 6 (I'm not always hostile but when I am, it get violent very quickly)
Deceptive: 2 (pretty transparent person, If I hate you, you will be aware of it)

Friendly: 5 (Im friendly with some and very hostile with others)
Neutral: Not sure what this means

Friendly: 9 (I very rarely declare war on CS and ever when I'm in war with one, I usually don't attack it)

Flavours
Offense: 8 (I'm very good at offensive strike, army is usually well balanced, etc.)
Defense: 9 (I'm very good at defending, army is usually well balanced, etc.)
City Defense: 3 (Usually poorly defended, only wall at key places and the cities are often empty. Surprise attack can be effective vs me)
Military training: 2 (I almost never make any casern I feel like it's unneeded ; the AI will give the experience in no time)
Recon: 7 (I usually have well place scouts around. sometime I forget a spot though)

Naval Recon: 6
NavalGrowth: uh?!
Naval tile improvement: 8 (I tends to improve them quickly, probably a little bit too oriented on them)
Air: 2 (really not an air person)
Expansion: 8 (I'm very expansionnist, some AI hates me for that reason)
Growth: 8
Tile Improvement: 9 (Probably too oriented on that too, I probably pay a bit too much in improvement maintenance)

Here's mine!

Personality
Victory competitiveness: 6 (I do go for victory conditions, but I also deliberately don't do things that would clearly give me an advantage purely because I feel like it.)
Wonder Competitiveness: 9 (WONDERS. MUST HAVE THEM. If you take them I'll be pissed off with you.)
City State Competitiveness: 7 (Always want a few of them on my side.)
Boldness: 6 (I don't really DOW very much, but the 6 is for attacking civs on me. I'm not really intimidated by that.)
Diplo-Balance: ?
Warmonger Hate: 8 (I'm extremely wary of warmongers, but if they have been my friend for a long time, I possibly overlook their crimes)
Denounce Willingness: 4 (I don't like doing it, but sometimes it's necessary to keep friends.)
Friendship willingness: 9 (FRIENDLY FRIENDS. I'm liable to friend anyone. Even my neighbours. I won't friend you if you've been a pain in the butt to me though, or if you're an insane warmonger who everyone hates, myself included)
Loyalty: 10 (You back me up, I'll back you up.)
Neediness: 3 (The 3 is for military wise in other civs. Being primarily a peacemonger, I don't really pay much attention to military, so I like my friends to compensate. Everything else I'm pretty good on for myself)
Forgiveness: 6 (DOW me once, I might forgive you. Sometimes we can still be friends. DOW me repeatedly, and you lose that privilege.)
Chattiness: 5 (Pretty standard, nothing too out there.)
Meanness: 2 (That's only to people who really annoy me.)
Biases
War: 3 (I'll war if I have to, but ONLY if I have to. If another civ wants me dead, I'll fight to defend my people and to teach them a lesson. If a friendly civ is in trouble, I'll fight to protect them. If a city state has been conquered, I'll fight to liberate them. But 9 times out of 10 I look for other alternatives.)
Hostile: 1 (I like to hope that we can be friiiiiends.)
Deceptive: 2 (To my enemies, at least.)
Gaurded: 2
Afraid: 2
Friendly: 9 (FRIENDLY FRIENDS)
Neutral: 7

Overall:
I generally concentrate on building my empire and want to be left alone for the most part (but I could pop up and randomly insult AI, I would use this to goad them into war when they continually do things to annoy me - encroach on my territory, bully my city-states, make demands/irrational requests, etc) although I am planning to win eventually, I usually worry about it late game. I'm not heavily expansionist, tending to monitor my expenses (unit/building maintenance) and happiness heavily... I might overextend either for a short period but prefer to stay in the green in both cases. Culture is important to me merely for unlocking policies, not for establishing a Utopia (since I have a preference for Autocracy/Order I hardly see these as Utopic).

I prefer to align myself with City-states (friendly or neutral - I'll bully/conquer hostile ones in a heartbeat and even some irrational ones). I tend not to be the aggressor - with exceptions of pre-emptive strikes, them plopping a city in MY territory, in response to hostilities vs my city-states or to finally remove that annoying PITA once and for all - and instead concentrate on keeping my lands secure.

I consider myself extremely loyal and like to establish alliances (also like to establish enemies - big on the Axis vs Allies factioning). Almost never backstab - the few times I did were due to game mechanics such as DoWing everyone else being the only way to secure CS alliegance for Diplomatic victory - but I will turn against someone over the course of years due to their actions (by refusing DoF and stopping trades before eventually denouncing) - including them beating me in a science race because when I DO have to DoW to ensure they don't win the game (yes, I still have that "Trying to win the game the same way as me and I don't like it!" flag) I want us to have obviously drifted apart so it won't be considered a backstab.

I tend to maintain a strong defensive military and several smaller offensive groupings. I enjoy border skirmishes but seldom pursue victory through arms (I might slaughter most of your units and maybe raze a city or two encroaching my lands to send a message but then I'll go for an even peace treaty despite the fact I have advantage, I don't want to wipe you out I just want you to leave me alone). While not bloodthirsty, I do find heavy fighting enjoyable - as long as I'm not losing horribly - so I might reject calls for peace only to keep skirmishing along the borders and not pursuing cities.

I like to build wonders, but I don't want EVERY wonder in the game. I seldom have more than one wonder per city (I mainly build them to boost a city or give it a base for Great Person specialization) but there are those that I WILL compete to build - especially Mausoleum of Halicarnassus and Colossus of Rhodes if I find truly choice spots for the. I will often slack and not build wonders if I have far more than other civilizations, I like each civilization to get at least one wonder and will often turn against those that hog them.

I am HEAVILY biased towards having coastal cities (lighthouse and coastal tiles mean large cities with good income) and tend to spread cities to maximize tile usage (four to five tiles apart instead of crammed as close as possible so the cities truly have room for growth... unless terrain such as snow/tundra/desert would impair then they'll be closer) with a secondary bias towards flat land adjacent to a mountain, river and desert (I like to get as many windmills, observatories, solar plants and watermills as possible in my empires). My cities will each be dedicated to one Great Person depending on terrain and planned wonders (a coastal city with a large amount of water tiles to work will get the Colossus and be weighted towards Great Merchants, for example). I try to generate lots of Great People during a game and settle almost all of them (preferrably on Grassland not near freshwater or desert/tundra/snow) so that each city has at least one GP improvement.

My own religion is a high-priority for me as I would like my choice of bonuses and often shape my empire based upon the choices I get early on. I also rely heavily on espionage - I want to know what is happening and will use at least one spy (after I've got two or more) to hop from city to city just to snoop around and check out the layout (as well as remove the ? from the Espionage screen) but tend to concentrate more on defense (stopping tech theft and maintaining city-state alliances) than offense with them (although I will rob you blind of tech if you're much more advanced than I).

Air units are my favorite aspect of the military and I will rely upon them heavily. Often find after researching Flight that I acquire a taste for warmongering because the animations for dogfighting/bombing are SOOOO much fun to watch. I do not beeline for nukes; however, when I do acquire them I have no compunctions about using them since I've pretty much got my empire established by this time and am not interested in YOUR lands so much... if you annoy me be prepared to be scrubbing fallout for the rest of the game!
