God, if it was Charles Dance, I would melt every time I finished a technology or civic. :p
So yes, Charles Dance has my vote.
But more importantly it would be good to change the quotes to be a bit more apt.

If it *has* to be someone famous, I'll sign on for Charles Dance and Judi Dench.

Ideally I would resurrect Tony Jay or Christopher Lee to voice it, but I'd love to have David Attenborough narrate the game as well (if he counts as a potential voice actor).

I like this best. As much as it's cool to listen to a famous actor, having a little variety would be nice.

Sarah has some Charm City specific tendencies in her speech but they are very subtle compared to other Baltimorians.

I was going to suggest Charles Danse too before I saw he was already brought up!

For a completely different flavor, Sam Elliott would be fun.

Darn, Gilbert Godfrey was my joke answer. Ninja'd!

My real answer is Morgan Freeman. Maybe Ewan McGregor or Clive Owen. Don't have any women off the top of my head, but it might be refreshing for a female voice to narrate.

For females, I could go with Kristen Bell doing her "Anna from Frozen" voice. It's just so cute and goofy (adorkable I guess the term is).

I always think that Sean Bean is from Australia or Canada due to his accent, even when I heard him in GoT, but geez... he's English.

Cate Blanchett, considering her narration on Lord of Rings series. She sounds nobly epic.

And we have never got a female narrator so far.

He's from Yorkshire. Pretty much all the little regions of England have their own accents. That's why the Beatles don't sound like they are from London. They were from Liverpool. I once met a man from Buckinghamshire who sounded like Hagrid but even harder to understand.

I'll suggest the one I have suggested numerous times before. Ever since I saw him on the TV Series Fringe, I have thought this actor would be perfect as a Civ narrator. Apart from having a great voice and great acting skills, being someone who does do voice acting for video games, he also has a link to the late great Leonard Nimoy, who played the role of the other "old scientist" on Fringe. I am talking of course about:

    John Noble

...who is also well known for his portrayal of Denethor in the Lord of the Rings movies. Seriously, go listen to his voice. He speaks clearly, with natural authority, and is capable of great depth and nuance. In Fringe, he played several different versions of his character Walter Bishop, using subtle changes to his speech and behaviour to make it work.

I want to rewatch Fringe now.
