In Civ IV, it was very easy for the developers to add civs to the game. All they had to do was animate a simple leaderhead, choose 2 out of several rather bland traits, come up with a unique unit or two for them, and that was pretty much it. However, things are much more complicated now. They have to do pretty detailed leader scenes, find voice actors (some of which have to speak fairly obscure languages), and decide on what kind of unique gameplay the civ should have. Although this makes for a much more interesting game in my opinion, it also means that some civs just may not work out with the new, more complex system (as a result of them being too similar to an existing civilization, too obscure, etc.).
That being said, do you think your favorite past civs will make it to Civ V, and if so, how do you think they'd work out?
Personally, I'd love to see the Celts. If they were to be added, their UU and/or UB/UU would probably focus on their religion. I could sort of see them going a similar route as the Aztecs with a simultaneous military and culture focus, but hopefully it would work out better in practice with the Celts. Maybe even give them a special "Paganism" social policy tree that replaces Piety. Also, if they ever release a patch with some form of religion, the Celts would make the perfect religion-based Civ.
