Harry Turtledove Unit. In the Southern Victory series.. the Empire of Mexico owed a debt to the CSA during their civil war, so they got a few divisions to fight the USA. They were defeated outside of Pittsburgh so the CSA leader had to agree to only use the remainder for anti-partisan policing work.
