Public Works National Wonder
I made this for my Thomas' War mod:
The idea behind this wonder is to help a city founded late in the game.
Once you build it, it grants a free barracks, granary, library, courthouse, market, aqueduct, theater, and forge in the city.
For those doing the math, it's about 1/3 of the cost of actually building all those buildings (though also has the benefit it can be singularly rushed by an engineer). Instead of providing some long term benefit, this national wonder can quickly bring a city built late in the game up to speed with the rest of your empire.
Finally, it also adds a new process available only in the owner city called 'Infrastructure' that allows you to convert production to 25% research, gold, and culture.
