This is a Byzantine Foederati (Barbarians enlisted in the Byzantine Army that gave an Oath of Allegiance to the General, not the Emperor). The unit was made for Primordial Stews Rise and Fall of the Roman Empire mod and Warhammer Fantasy Battles. Here is the dicussion thread:
