you'll need Civ4 beyond the sword 3.17 for this

unzip it to C:/Program Files/Firaxis Games/Sid Meier's Civilisation 4/Beyond The Sword/Mods/The Road to War/Public Maps

then load the mod and load the WW2 Road to War Scenario

*Version 4 removed CIV Ireland as they were causing the game to CTD when Nationalist Iberia were spawned

called CIV4Civilizationsinfos.rar to the path C:/Program Files/Firaxis Games/Sid Meier's Civilisation 4/Beyond The Sword/Mods/The Road to War/Assets/XML/Civilizations ....... and overwrite when prompted , this will give South Africa , Canada , Australia and New Zealand Commonwealth infantry , spitfires etc
