I'm pretty sure this is the first leaderhead released on this site that depicts two figures rather than one. Lord what a fool I am.
Anyway, Romulus and Remus are the famous twin founders of Rome, fathered by Mars and nurtured as children by a she-wolf. In several interpretations, the she-wolf was Acca Larentia, a very human wife of the sheperd Faustulus, who found them on the banks of the Tiber. Larentia had gained notoriety working as a prostitute. "Lupa", which literally means "female wolf", was Roman slang for "sex worker".
The two united the three tribes of the Tiber into the city of Rome (presumably in a day). After the founding, Remus was murdered by Romulus over a dispute over who had the support of the gods. With Remus dead, Romulus went on to name the new city after himself and begin the Roman Empire. Remus continued to get second billing to this day.
