No more City Limit (for C3C & editor) 2016-10-05

This removes the 512 cities limit from the game. Just put the files in your Conquests directory and start the game with the NCL.exe. A NoRaze version is also provided (AI cannot disband cities), and an editor without the limit (in both English and Russian).
