Modular Civics Buildings for Rise of Mankind 2.71, version 1.0
This mod adds a building which requires a civic for each civic. They work just like the Manor, Agora, and Slave Market for Nobility, Republic, and Slavery respectively. This list of buildings is long, so check out the thread (link is below)
Note: They may require a new game and may be unbalancing to game play
Also, this module overwrites the following files:
-RoM_GameText_Objects.XML
-RoM_GameText_Civics.XML
-CIV4CivicInfos.XML (Necessary for civic based bonuses)
-zCivics.py (Necessary for civic dependencies)
