Long Range Mod Update 2016-10-05

This Mod gives Long range attacks to certain units.

It also adds 2 new buildings: Practice Range and Siege Range
All Archery units require Practice Range
All Siege units (except Machinegun) Require Siege Range

It also adds a new unit: Onager

Mongol UU renamed to Mangudai (the XML reference is the same, so all scenarios that usually work should work with this)
It was also reworked.
