Man Germany will always be at least 50% WW2 in the civ series. Even Civ 7 does this even though they're called Prussia now.
When I originally made this ~13 years ago, I based it off StrategyOnly's version. There's still a little bit of that here, but there's been a bunch of new stuff since then.
