Britain - H. H. Asquith
Controls the second largest amount of cities and is the most powerful nation; however, Britain has few troops in central east Africa. Britain is also in the highest debt, but a majority of its cities are near each other.

France - Raymond Poincare
Controls the largest amount of cities and is the second most powerful nation. France controls most of the Sahara Desert and a medium sized army. The cities is French North Africa are clustered together to counter the somehow overwhelming Spanish culture. France also has a few cities on the Niger River clustered together.

Spain - Alfonso XIII
Spain is the weakest of the colonial nations. Basically all of Spain's colonies border France so a Franco-Spanish War will result in a disaster for Spain. Spain's best colony is the Spanish Sahara because it controls mineral resources. Spain's colony of Equatorial Guinea is the most healthy city.

Portugal - Manuel de Arriaga
Portugal, Italy, and Belgium are constantly in an arms race, Portugal being one of the more powerful ones.

Germany - Wilhelm II
Germany is the third most powerful nation and has two resources of oil. Though Germany has the third largest amount of cities, though most of them are clustered together.

Italy - Victor Emmanuel III
Italy, Portugal, and Belgium are in an arms race, Italy is usually tied with one of the other nations. Italy has tensioned relations with Ethiopia so hopefully a war will break out between them.

Belgium - Albert I
Belgium, Italy, and Portugal are in an arms race, Belgium is usually at the bottom. Though Belgium has no coastal cities, Belgium has a few naval ships. Belgium's land can be easily protected. Most of Belgium's land is unimproved, but the nation has two oil resources.

Ethiopia - Haile Selassie I
Ethiopia is an unplayable native civilization with a small population, small army, and little technical knowledge. Ethiopia is the weakest of all the civilizations and usually gets vassalized at the start.

Liberia - Daniel Edward Howard
Liberia is an unplayable native civilization. Liberia only has one city but is technologically advanced (Not as much as the Europeans) and is 75% as populated as Ethiopia despite its smaller size.

Notes:
  • The Middle/Near East has been filled up with mountains. I did this so Port Said and the Suez Canal are useful, especially for Italy in case they need to transport troops from Libya to East Africa and vice versa.
    Also, I added two barbarian cities in the far right corner to balance out the remaining unused religions and add holy cities.
  • Melilla was not added so Morocco and Algeria would not be jammed with cities. I figured Ceuta was good enough.
  • The Sahara Desert was not completely filled with French cities because I did not have any accurate maps of French West Africa in English that I could read.
  • I know Upper Guinea looks so sloppy, it was just really hard to do.

Updates(?)
  • Give Italy a stack of units in Eritea to simulate the later Italo-Abyssinian War.
  • Add more French cities to the Sahara.
  • Place more cities in sub-equatorial Africa.
