Replaces the Organized Religion policy with State Religion. When you have this policy, non-religious people (and people who are still following the old pantheon instead of the religion) in cities you control with a temple will be converted at a rate of one per turn. This should help a lot both in spreading your religion early on and in getting it to your periphery in a hurry.
The effect of Organized Religion ends when you adopt Religious Tolerance. If you haven't founded a religion yet, State Religion will convert non-believers to your pantheon. If you don't have a pantheon either, it will not do anything until you do.
