This is a file for a General Grievous LeaderHead. It is not a mod but rather a source for modders. Sorry I couldn't really find any civs he would fit in with 
Grievous was the cyborg Supreme Commander of the Droid Army of the Confederacy of Independent Systems for most of the Clone Wars. Adept in lightsaber combat, Grievous slew a number of Jedi during the Clone Wars until being killed shortly before the wars end by Obi-Wan Kenobi on Utapau.
The model is General Grievous which I converted from a mod for GTA which I assume was converted from Star Wars Battlefront 2. He uses Hannibal's Animation. As usual no moving fingers
There are some slight clipping issues with the background but other than that he works. For ease of installation here are the art defs:
