BTS Modular United Nations Civ 2016-10-05

This mod adds the United Nations as a Civilization to CIV4. You can play as any of the Secretary Generals of the UN.

Stats:

There is also a new Trait, unique to all UN Leaders, which allows them build the UNHQ faster. As well as this, there's a new flavor, in an attempt to get the UN's AI to build it.
The idea with the Diplomat having 1 Cargo is so, if you are perhaps landlocked, or some of your Civilization is separated by a rival civ, who you don't have open borders with, you can move units through.

Known Bugs and Issues:
-UN Diplomat doesn't return to capital after completing the 'Steal Plans' Mission.
-UN Diplomat can still be 'thwarted', even if its simply passing through enemy territory
