IMHO your arguments for a "modern Germany" UA don't quite fit in, since this is a game where Japans UA is about their bushido code... And the list of similar examples continues on and on.
Ethiopia - The UA ensures I can play a peaceful game, and I love their UB.
Egypt - My beloved "main" (if one can have one in civ games).
Babylon - Fun to play, and not over powered IMO.
I decided to play a game as the Celts today, and after a few hours of play I have noticed two bugs so far:
- I did not get the extra faith per unimproved forest tile for having 3+ unimproved forest tiles, only the extra faith for having one.
- The Celtic UU does not give faith for kills as...
I'd really recommend you buy all the ones that actually contain something worthwile, because they are pure gold. (The civilization ones, plus the wonders of the world one)
I do agree, completely. I think it would be a smart move for the next V expansion to focus on the early eras of the game. That would really make V shine over all other civilization games.
If you hated it at launch, chances are you will like it now. At launch you would be bashed to death if you liked the game, but now those who think it sucks are a small, small minority.

Also, wouldn't Babylon become underpowered if the free GS was taken away?
For example, France gains humongous benefits through their UA, while a GS-less Babylon will be able to compete with other UA:s only just before the games winner is already quite decided.
