Capture all the non-core cities, pillage the improvements (not districts) of the core cities, kill all units that leave the core cities into range of your archers, and wait for reinforcements to arrive.
Yeah, the declare war button in the negotiation about troops near the border is always a "surprise war", regardless of your available diplomatic excuses.

Not necessarily poor, but very specialized. You will be able to build the harbor district, which I would assume would have trade improvements. Small island cities could be good for your economy.

Unit costs for one. They inflate as time goes on, exponentially. The function stays reasonable during the regular timeframe, but after 2050 it keeps going up, and up, and up!
So your costs will keep going up faster and faster, no mater what you do about it. Eventually you will run out of money.
