My proposals, which I didn't flesh out as I felt the discussion had strayed from being useful, are currently:
* All modifiers tend towards 100% in later eras.
* Certain buildings, civics and wonders can be constructed in combination to alleviate bad modifiers, perhaps buildings that are lower...
No, they converted to zoroastrian after a turn. But they stayed zoro while Spain converted. Wonder what factors determine that. In my recent Spain game, it was easy to keep everyone Catholic, in my recent China game, it was impossible to keep Southeast Asian civs as Confucian.
what determines the religion of certain civs when they spawn? eg my zoroastrian Rome had zoroastrian France and England spawn but Spain still went Catholic. or America went and stayed Catholic when I kept England Catholic in one game.
perhaps if a city is x religion for y turns (and maybe it's ruling civ is that religion too) then it gets added to the religion map for that city. don't know if this is possible in the existing code or if it would be too computationally taxing though.
My observations:
- Egypt is just the worst on Marathon. Omg I just love seeing 6 3-pop cities in Egypt that constantly switch between being conquered by Moors/Iran/Turks, Egypt flips, and collapses to Independents and Barbs.
- Some civs are a lot more stable. I've seen quite a few super-stable...
Catholic URV as Spain achieved on third try. Once I figured out the basic strategy it was quite easy, probably could have achieved a hundred years earlier if I was more aggressive militarily and knew some of the strats I adopted throughout the game.

You've identified the problem in your comment - "simply tools in a limited set" - so why is the idea of modernising those tools, as the game undergoes multiple changes...
In the industrial era, Spain's research cost is 80, America's is 75, Germany's is 70, Japan's is 110. What is so essentially superior about American and German civilization that they have 25-30% bonuses to research? Conversely, what is so essentially inferior about Japanese civilization that...
The issue is that America and the UK are granted permanent bonuses to vital game metrics which therefore means they're the world leaders in most games.
This makes the game less interesting because it's pre-scripted which civs will be the strongest and most advanced in most games.
