I just added a new trait for my mod, Scientific. I followed the correct process (to my knowledge) - first editing CIV4TraitInfos.xml, then making the necessary additions to CIV4BuildingInfos.xml and CIV4LeaderHeadInfos.xml. Here are the details of the Trait:
