Got Venice up to size 115 at turn 500. Prince, large pelago at standard speed. Internal trade routes are key and Venice has a big advantage here with double trade routes. Everything else was geared toward food. 50% positive modifiers are part of that. Generation of Merchants of Venice isn't fast...
I use Win 7 and changed settings for Allowed programs in Windows Firewall and allowed Sid Meier's Civilization VI to the Public network. Same settings as for Sid Meier's Civilization V.

I am pretty happy with 12.04. I have it running on 3 CPU's without a hassle. The only issue I have is how to run Civ 5 on it while I ordered it thru Steam on Windo$e. All advice appreciated.
That maybe true for the Mobo as a component, yet how likely is you can use the other stuff from a 6 year old PC? I mean memory, CPU, graphics card. Even support for IDE is vanishing as SATA is the standard of the day.
Sounds like a dead or dying MoBo to me. Fan and HD make noise just because they get power. Much depends whether you can access the BIOS or not. If not you better prepare for a new purchase. :(
