    Production is almost always the better priority, at least early. Getting stuff faster is good. You might have more of a choice later, when you have much more pop to play with.

    Did you use any concert tours? What about having the World Religion? Getting the religious tenants that give all your religion builds and Hermitage tourism is usually pretty useful early on.
