Emperor level gives 2 content people, temple doubles that. A must. Granaries just makes cities grow too fast.
Barracks I may build in one or two cities to provide units for the rest.

Isn't i so that that each of the plants (nuke, hydro, power) excludes each other? And when you biuld the Hoover dam you make a hydro plant in every city on the continent, even those where it has no effect beacause there's no mountain/river?

And if that was the case my vote definitely goes to the diplomat. It gets around, it conquers cities, it steals and trades knowlegde, it blocks resource squares and otherwise sabotages (city walls etc.), it doesn't upset...
What do i need to play and how do i get it? buying civnet; is there a online store? etc.

I go straight for discovering/applying The Republic. This gives:
Lots of trade (science) early on.
Little or warfaring until the Woman Suffrage is in place, just some strategic defending. I usually "sacrifice" the development of a city to build 3-4 defensive units to place around, the city...
I have experienced on several occations that a foreign civ hav used diplomats on me to steal technology. Also once I had an armada of foreign diplomats entering one of my cities, maybe 10-12 over as many turns, without making any apparent acion.
