Pretty sure you can just settle on islands for the luxuries. I know Indonesia in my last game had Nutmeg from having a city on a one-tile island like 3 tiles off the coast.
Definitely worth it. Is it perfect? No, but it's still a lot of fun, and it feels more polished than Gods & Kings was. Will be even better if Firaxis does a good job of fixing some of the balancing issues.

You're gonna need better hardware in all likelihood, plain and simple. 2GB of RAM isn't gonna cut it, Vista's probably using half of it. Video card I'm also guessing is bad if it's stock, although you don't need a great one for Civ V (my 5770 is almost 3 years old and still does a decent job)...
