    It seems to happen more often with small cities < 3? Just throwing this in there, could be totally wrong. I do remember in Civ 4 there were certain different rules around small cities.

    Sea based AIs are a joke. You can attack their cities from six different directions, and you can gank them really fast (4-5 move ships).     Another thing I think I noticed is that a *land locked* city trading with an ocean city (via planetary survey) is very profitable. This does not appear to apply to coastal to ocean as much. Can anyone confirm by testing, will try again maybe later to verify.
