Not really, especially if SiP since you dont have to worry about barbs coming from the south. Combined with the fact that its pang, I also dont see why you should worry about barbs atm.

Not sure if I understand your question. :) I grew into happy cap, worked all land tiles and ran rep specialists from buildings (since I was in emancipation).
Ragnar's settler was on a hill tile within his borders when I settled that dye. Tried five times to reproduce it (not playing properly ofc) but didn't manage, best I got was just getting the rice by beating Ragnar's settler 1t. Also one time Ragnar didn't settle the rice at all but more north...
