Just tested this. You cannot use a GP to enhance a religion after it has spread at all. It's the same penalty for building holy sites.

Just gonna toss this in here: How about City-States do not join in wars against anyone who has minimum 60 influence with them, regardless of alliances. Would remove the "last turn war block" scenario and overall lessen the impact of waffling alliances and coups.
