I don't really see a problem with XCOM Squad being in the game. We have the fictional GDR, so why not something else futuristic and fictional?

Ok so for the dipolomacy modifiers for a civ in G&K, what do the different shades of a color mean? I assume they are to differentiate the "strength" or "weight" of the modifier, but which ones are more weighted and which ones are less?

I don't really know much about modding/CiV file structure, but I wonder if it's possible to replace the game's improvement files with these files, rather than treat it as a mod?
