Well, I didn't resurrect this thread, but I did install Civ 4 about a week ago, and it's a 15 year old game.

Agreed. I fired up 4 again like a month ago because all the other games I have are lacking the depth and thought needed to complete a Civ game... I forgot how much I used to know and halfway through my first game back there are a bunch of mistakes, like glaring mistakes that would have already...
Lol, well technically, since each battle are separate occurrences of probability it could happen every time you get 99.9%; it could also never occur on every 99.9% in all the games you've ever played. Sorry, I'm just being a nerd (not even a good nerd, atm)
Sure, you want resources in the first 9 tiles. But you don't always get that advantage of having every resource in the first 9 tiles.
Unless you have a cultural leader or are spreading a religion, you need a border pop for the full cross and all workable tiles. Library costs more :hammers:, and...

Oh, and terms of crushing, go for stacks of doom. There is a guide somewhere about it. I'm too lazy right now to find the link (hockey is on).

Work on a strategy. Don't automate workers and probably don't send units to move more than 1 turn (unless in your zone of culture).
