How do you Liberate a City? I don't get it? Someone captured a City State. I then captured that City State. I thought I could free it, but didn't have the option to do so. So how does this work exactly? I don't get it.

That is what I was going to say. Now he has it working. Now come to think of it, I don't know much about Steam, when you buy an expansion, wouldn't it automatically install in the same directory? Why would he install them to a different directory?

Why not just build another city so he can start trading? There is room enough for another city to be built.
